Momodou A. Sise
Clerk of the National Assembly
Momodou A. Sise is a seasoned administrator, banking and finance specialist. He holds a Master’s Degree in Management and has two decades’ experience working in public institutions.
He has worked as an Accounts Clerk at the Department of Internal Audit and the Ministry of Trade, Regional Integration and Employment before serving the National Assembly as Accountant, Senior Assistant Clerk and Deputy Clerk-Administration and Finance respectively, which position he held for nearly a decade.
He is currently the Clerk of the National Assembly of The Gambia and Secretary to the National Assembly Authority. His role in this capacity as procedural adviser to the National Assembly includes providing advice to the Speaker and other Members of the National Assembly on the interpretation of Parliamentary rules, precedents and practices.
He also prepares statements/speeches for Hon Speaker and Hon Members attending international meetings and conferences. He is among the Regional Representatives of Clerks tasked to develop terms of reference/concept paper to institutionalize Clerk’s consultative dialogue at the Pan African Parliament. He is also a member of the National Assembly committee/taskforce that developed The Gambia’s National Assembly Strategic and Investment Plan (2010-2014) and the revised plan (2017-2022). He served as the principal architect of the National Assembly’s perceptive paper on the country’s development roadmap on Agriculture (vision 2016).
Mr. Sise equally possess a wealth of experience on Parliamentary processes and procedures around the world having participated at the 12th Annual Conference and AGM of Southern Africa Development Community of Public Account Committees (SADCOPAC), Seminar for African Parliaments translating international human rights commitments into national realities. The Seminar held in Rabat, Morocco explored the contribution of Parliaments to the work of the United Nations Human Rights Council. He has attended ordinary sessions of the ECOWAS and Pan African Parliaments, in which occasions he provide technical assistance and expert advice to the Honourable Speaker and Hon Members. Furthermore, Mr. Sise also attended various parliamentary trainings including short term programme in Legislative Drafting both in Nigeria and South Africa.
His research interests include, Public Sector Management, Public Finance, Governance and Economics.
